Salford Strategic Partnership (SSP) meeting
The strategic partnership met in full for the second time in March.
Partners discussed our project to map the city's partnerships and where they link in to the LSP structure, as well as how we can connect Salford people to the economic opportunities that will arise from mediacity:uk and other developments in the city.

Strategic Partnership Executive
The partnership executive met on 24th April. Agenda items included
- A progress report from Salford Strategic Housing Partnership
- A presentation from Cliodhna Mulhern, the Neighbourhood Renewal Advisor who is currently working with the partnership, about how we take forward our delivery planning for the Salford Agreement
- Discussing the way forward for community empowerment in the city
- The newly developed Principles in Good Governance
The executive also agreed that some extra people would join the full SSP. This means that all members of the City Council's cabinet will join the partnership, as will representatives of Salford's lesbian, gay, bisexual and transgender community, asylum seekers and refugees in the city, and people with disabilities in the city. (This will mean that all five of Salford's 'communities of identity' will be represented, because we already have representatives on the partnership from the faith and Black and Minority Ethnic communities)

Directory of partners
Our new directory of partners lists all members of the Salford Strategic Partnership and details of the organisation they represent, including key targets and activities in 2007. It also includes information about the partnership's management and administration team. Partnership chair and vice chair to speak at "Shifting the balance" seminar for LSPs - 14th May
Cllr Merry and Prof Fairhurst will be taking part in a workshop discussion at an event looking at the future for LSPs, organised by the Centre for Local Governance.
The overall aim of the seminar is to provide the North West with a regional perspective on what the White Paper means for LSPs and their constituent partners.

Community engagement strategy
The city's new strategy for community engagement has now been approved. By signing up to the strategy, the organisations that make up the partnership have expressed their commitment to involving Salford people in decisions and listening to what they say. An implementation plan and toolkit will also be produced over the next few months to assist community engagement workers to put the strategy into practice.
We are currently in the process of producing a printed version and a poster version of the strategy, and will distribute these soon. In the meantime, read the strategy in Word.
A new representative for Greater Manchester Fire and Rescue Service
Geoff Akroyd has now joined the strategic partnership to represent the fire and rescue service. The previous borough commander, Mark Cashin, has left to take up a new post with Cheshire Fire and Rescue Service. We look forward to welcoming Geoff at our next meeting and wish Mark well in his new role.
Ethnicity monitoring
As reported in the last e-mail newsletter, Phil Martin has now joined the LSP management and administration team as project officer for the Ethnicity Monitoring Framework.
The Ethnicity Monitoring Framework consists of three tools that collectively will enable the partnership to identify which partners are delivering services for members of the Black and Minority Ethnic communities within Salford, the take up of these services and the needs of the various communities so that gaps in provision can be addressed.

A new member of the Partners IN Salford team
Paul Brighouse, who many of you may know from his role as community empowerment manager at Salford CVS, has now joined the Partners IN Salford management and administration team. Principles in Good Governance
The partnership's Good Practice in Community Involvement team have developed a set of "principles in good governance" and these principles have now been endorsed by the council's Cabinet and the LSP executive.

The six principles provide the basis for good working practices within and between individual strategic partnership organisations and the community. Implementation of the principles will take Salford one step further along the path of better community working and will ensure Salford stays at the forefront of this agenda.
It is now proposed that the principles be piloted in neighbourhoods and through the delivery of the Salford Agreement.
The Good Practice In Community Involvement team recognise that partner organisations may need support to apply the principles in practice and will be working towards a comprehensive training package to assist with this.
The future for community empowerment in Salford
Since the Community Network was found to be 'not fit for purpose' in February, partners have been considering the way forward for community engagement and empowerment in the city and a meeting was convened in April to address this.
The current situation is outlined in a report that was discussed by the SSP executive.
Mapping partnerships project update
You may remember from our last newsletter that the partnership's management and administration team were working on a project to map the city's partnerships and how they relate to one another and the strategic partnership itself. The current stage of this work is now complete and opportunities to streamline partnership arrangements will be reviewed as part of our work on the Salford Agreement.
As a result of the first stage of this work, we're putting the finishing touches to an online searchable database of partnerships. We will let you know when the database is live.
The Salford Agreement
| The Salford Agreement was formally signed off by Government at the end of March. Download the finalised agreement from our Salford Agreement webpages Delivery planning The partnership is being assisted in its delivery planning for the Agreement by a team of neighbourhood renewal advisors (NRAs). The lead NRA, Cliodhna Mulhern presented her interim thoughts on the process to the executive recently, telling them that continuing as we were would mean that we would achieve what we set out to with the Agreement. However, there is a great deal of commitment to using the opportunity that the Agreement presents to radically overhaul the way we work and in so doing really transform the city. In order to do this, Cliodhna told the executive that we need to strengthen the way we work together. The executive agreed that we need to adopt the 'whole systems' approach that Cliodhna advocates, but was also very clear on the fact that we need to achieve our targets in this year's section of the Agreement. A half-day workshop was held at the end of April to brief stakeholders on the NRAs' interim report and to clarify what needs to be done to conclude this year's delivery plans. Workshop attendees discussed how a 'whole systems' approach could be piloted at a very local level, focussing on a particular neighbourhood and/or a theme. Funding
Over £17 million of funding is pooled under the Agreement with a further £322 million of partners' funds aligned to the outcomes in the Agreement. This year, this money is largely committed through existing programmes or activities, most of which will contribute to the Agreement's outcomes. Opportunities to be more flexible with the funding will come in 2008-09.
Performance management
The council's existing performance management software system (which can be accessed by partners too) is being developed to capture risk and outcome information, and to benchmark Salford's performance against other areas. Staff from partner agencies have now all been trained in using the software.
To complement this, a more broad ranging seminar for senior managers entitled 'Managing our performance: preparing for future assessments' took place on 2nd May and included a presentation from Manchester Business School. The presentations set out why a new and integrated approach to performance management is critical and how the Government's new Comprehensive Area Assessment will require this.

More jobs for Salford people
More and more Salford people are finding work, new figures show.
New figures from Durham-based official statistics agency Nomis show that the number of people in work and who live in the city is increasing. The statistics also show that the rise is steadily closing the gap between the proportion of Salford people in work and the proportion across the Northwest and Great Britain.
Nomis released their latest figures, for the period July 2005 to June 2006, earlier this month.
According to the annual population survey, 71.7% of Salford people able to work have a job, compared to 65.1% in 2000. The
average for the Northwest is only slightly higher at 72.5%, and for GB the figure is 74.2%.
Affordable Warmth Referral Network in running for MJ award
Partners IN Salford's innovative Affordable Warmth Referral Network (AWRN) has been selected as one of this year's finalists in the Municipal Journal's Local Government Achievement awards in the Reducing Health Inequalities category.
The winner will be announced at a gala awards evening at the Hilton hotel, London on 28th June....and we'll keep you posted about the result!
The AWRN was developed by Partners IN Salford to help vulnerable households living in fuel poverty achieve affordable warmth and reduce early mortality. The AWRN targets resources at the most vulnerable households and brings together services to increase energy efficiency, maximise income and improve homes. 
Lights, Camera, Action! Swinton young people’s sexual health film
Seven young people from the Overdale estate in Swinton have been involved in an detached outreach project to develop a sexual health promotion resource for young people across Salford. The project was set up with funding secured through the Neighbourhood Renewal Fund and was carried out in partnership between Salford PCT Health Improvement Team and the Youth Service.
The young people were involved in planning, creating and editing a DVD for young people which looked at a range of key sexual health issues including how to access sexual health services, sexually transmitted diseases, unintended pregnancy, dealing with relationships, bullying and peer pressure, and how to communicate with parents around sexual health issues. The young people involved learnt how to use all the recording equipment and drew up their own story boards, outlining issues that were important to them.
The DVD will be distributed to all schools across Salford so other young people are able to learn from it. It is hoped that as the messages about sexual health are being communicated by other young people, that school children will find the messages relevant and credible, and so will have a bigger impact in improving sexual health for young people in Salford.

Environment cabinet sub-group
Salford City Council have now set up a Cabinet sub-group to look at environmental issues. The sub-group will meet quarterly and will look at a partnership approach to environmental quality (which falls within the 'city that's good to live in' theme of the Community Plan.)

Review of Salford's Children and Young People's Plan
The Children & Young People's Partnership Board are currently undertaking a review of the Children & Young People's Plan as part of its annual performance assessment. The partnership are looking at how they have implemented the things they said they would in the plan. In summary they are asking the following questions:
- What have we done ?
- How well have we done it ?
- Is anyone better off ?
- What are we going to do next ?
- What barriers do we need to remove ?
They will be asking the same questions to all managers & service providers in relation to the five outcomes for children (to be healthy, stay safe, enjoy and achieve, make a positive contribution and achieve economic well-being). This is the proposed structure of the review
Supported employment in Salford
Salford supported employment is a scheme to support people with learning disabilities to access paid employment. The project supports those furthest from the labour market who need a great deal of support to help them enter work. Many of the people supported say that they would like to be employed in some way but not all have had the opportunity to identify the type of occupation into which their interests and aptitudes may lead. Salford Supported Employment:
- develop employment opportunities
- arrange or deliver training
- develop structured work experience
- support the employer and employee with progression into mainstream employment
Once a job is secured for the client, support needs are adjusted, and there's on-going monitoring and support for the employer and employee.

Salford CVS wins award
Salford CVS has won the Voluntary Sector Contribution to Public Health award through the groundbreaking Salford's Health Investment Procurement Project. (SHIPP). This year-long pilot project aims to bring a number of organisations into a procurement-ready status as well as delivering on health outcomes. It is funded by Salford PCT.

Salford West strategic regeneration framework and action plan
Work is progressing on an exciting new project that will drive regeneration across Salford West over the next 20 years. The Strategic Framework will focus on the issues and opportunities for Salford West, in particular it will;

Salford West includes Little Hulton and Walkden; Worsley and Boothstown; Swinton; Eccles; Irlam and Cadishead. The framework will cover issues such as jobs and skills, transport and safety, leisure, housing, health and the built environment.
A series of consultation events were held in December 2006 as part of the process of developing the Strategic Regeneration Framework and Action Plan for Salford West. These were aimed at stakeholders from the statutory, community and private sectors.
During the first two weeks in March a second round of consultation was undertaken on the priorities and actions for the draft vision and action plan. Officers carried out questionnaires with members of the public in neighbourhood centres in the five community committee areas. Three further consultation workshops with public sector stakeholders, private sector stakeholders and political and community representatives were also held.
A number of key themes have emerged from the baseline review and consultation events:
- a successful local economy and business location of choice;
- a network of high quality neighbourhoods;
- an outstanding environment and leisure asset of choice.
Work is now underway developing the final strategic regeneration framework and action plan. A summary of the draft strategic framework and action plan will be available for comment in May 2007 and the final framework and action plan will be adopted in June 2007.

BIG events Salford 2007
The Hearts First Salford Quays Jog last weekend marked the first of an exciting series of events within the BIG Events Salford calendar, which features a diverse range of cultural and sporting events throughout the year. This year sees the return of favourites such as the Salford BG Triathlon World Cup (29 July) and the Dragon Boat Race (22 July), as well as some welcome additions like the Oceanico Developments Pro-Am Challenge at the Marriott hotel (31 May - 3 June).
The captivating Carlos Acosta ballet at The Lowry (13-14 July) is also new to the calendar and part of Manchester International Festival. Salford is also hosting Unknown Pleasures at the Quays (15 July) as part of the festival, which celebrates some of the hottest emerging talents on the music scene.

Irwell City Park - the latest
Irwell City Park is a partnership between Salford, Manchester and Trafford councils and Central Salford Urban Regeneration Company. The partnership is developing a project to bid for the Big Lottery Fund Living Landmarks programme to open up the banks of the Irwell to create provide exciting, well-lit, safe and welcoming public spaces.

Exchange Greengate Planning Guidance
The planning guidance for Exchange Greengate has now been formally adopted.
The guidance describes the intention to establish the Exchange, Greengate as a dynamic new part of the city centre. The area's vacant and underused land will be tranformed into a distinctive and diverse mixed use urban quarter.

Volunteers week, June 2007
This year's Volunteers' Week will take place between 1 and 7 June. Plans for a series of events in Salford are afoot, including "Everyone can Volunteer", a recruitment event for volunteers at Salford Precinct on 6th June between 12pm and 4pm. The event will include stands and information from different organisations about their volunteering opportunities, a tombola and face painting.
