meeting - 25th January 2006
January's meeting
of the Partners IN Salford board was postponed since it would not have been quorate. A special LSP Board
meeting will now take place on 4th April to focus on the review of the partnership (more below).
A
number of items from January's agenda were also dealt with by written correspondance, including papers
on the Neighbourhood Renewal Fund, Safer, stronger communities fund, the Community Plan and Salford's
Strategy for Older People.
The 26th April Board meeting will take place as planned.
LSPs:
Shaping their future, a consultation paper
Today we have submitted
the collective thoughts of our partnership to the Office of the Deputy Prime Minister regarding the
Government's national consultation about Local Strategic Partnerships.(LSPs)
This
consultation examines the future role of LSPs, their governance and accountability, and their capacity
to deliver Sustainable Community Strategies and Local Area Agreements (LAAs). Salford's comments were
formulated by the LSP's co-ordination group.

IN Salford review
As you may know, Salford’s LSP has also recently undergone a
separate review by a Neighbourhood Renewal Adviser, Christina Ashworth. A report of Christina’s findings
has been circulated to LSP partners for consideration, and a task group are examining the future of
the LSP in more detail and will report to a special board meeting on April 4th. The task group is made
up of – Angie Robinson, Greater Manchester Chamber, John Willis, Salford City Council, Mike Burrows,
Salford Primary Care Trust, Adrian Dunning, Salford Community Network, Brian Holmes, Government Office
North West. Ruth Fairhurst, Salford City Council, and Sheila Murtagh, Partners IN Salford support the
task group.
Safer, stronger communities
fund (SSCF)
SSCF brings together ODPM and Home Office funding streams aimed at
tackling crime, anti-social behaviour and drugs, empowering communities, and improving the condition
of streets and public spaces.
This is the second year that Partners IN Salford has been involved in developing and negotiating an SSCF agreement. This year an SSCF Partnership Board has been established to take the agreement forward. It will oversee the whole process from planning to implementation and its membership includes local councillors, resident representatives, Salford CVS, Community Network and the PCT. It is expected that the agreement will be signed by the end of March.

If
you’re involved in consultation in the city, visit the ‘Community Involvement’ section of our website
and take a look at the ‘consultation findings’ section.
This section provides an online library of key consultation findings in Salford with contact details so that information can be shared by different organisations. It also includes a forward planning calendar for consultations to increase opportunities for joint working with other organisations and departments.

Lifelong
Learning Partnership
Skills for Life conference
The Lifelong Learning Partnership hosted a Skills for Life conference on 3rd February at the Digital World centre, Salford Quays. The aims of the event were to raise the profile of Skills for Life in the city, to celebrate achievements to date and to look at future challenges and targets.

Adult Learners’ Week – 22nd – 26th May
Do you know someone who has improved their life through learning? Then you can help
us to celebrate their achievements! Adult Learners Week (ALW) is a UK-wide initiative to encourage more
adults into learning and to celebrate and highlight the diversity of adult learning.
In
Salford, various events and an awards scheme are organised annually to coincide with ALW. This year,
in addition to one big city-wide awards ceremony, there will be an event for each of the community committee
areas.

Reduction Partnership lead officer Don Brown has been asked by the Manchester Business School to meet
with an impressive delegation of 27 Chinese local and national Government workers from the cities of
WuHan and Taiyaun. Don will be presenting on combating crime by working in partnership
New campaign says no to domestic violence
A new advertising campaign aimed at encouraging friends of victims of domestic violence to report offences is underway in Salford.
The 'Enough' poster and radio campaign forms part of the Government's crackdown on domestic violence and comes alongside the rollout of new specialist domestic violence courts.
The posters are currently appearing on billboards across the city, which is one of the first areas in the country where the new approach to bringing domestic violence prosecutions has been introduced.
Salford takes Greater Manchester prize
A Salford campaign that has curbed drink-related violent crime and the sale of alcohol to under age customers won Greater Manchester Police’s third annual Problem Solving Award.
The alcohol misuse enforcement campaign, which includes talking face to face with licensees and shop staff, started last summer in Eccles. It’s now been extended to other parts of Salford Division.
The scheme involved co-ordinated engagement with licensees and off-licences.
Advice was given on staff training and how to obtain business grants for installing CCTV and other security measures. Alongside this, regulations have been enforced, with staff having to pay £80 fixed penalties if caught selling drink to 15 and 16-year-old test purchasers.
The winning Salford team will go forward to represent GMP at the Home Office’s national
awards in September.
Economic Development Forum
A
jobs fair and advice day aimed specifically at the over 50s was held at Buile Hill Park Hall, Salford
on 31 January. Organised by Jobcentre Plus, the event offered in excess of 100 jobs with employers
such as Salford City Council, Marks and Spencer, B&Q, Greater Manchester Police, Hope Hospital,
The Copthorne Hotel, Creyfs Recruitment, Arriva, The Imperial War Museum and the Trafford Centre. Jobcentre
Plus, Salford Action Team, The Pension Service, Age Concern, A4E, GMPTE, Next Step Salford and Salford
One Hundred Venture provided advice and guidance.
The event was a great success with more than 100 Salford residents attending. Free transport was provided from 5 local Jobcentres and GMPTE were on hand at the event to provide people with travel to work journey planners. The majority of attendees submitted job applications, some registered for Voluntary Work with Greater Manchester Police and The Imperial War Museum, almost half secured advice on in-work benefits and pension credit and 7 individuals received Business Start Up advice from Salford One Hundred Venture.
Trish Ingham Jobcentre Plus Event Co-ordinator said: “Unemployed people over the age of 50 make up a high percentage of the out of work population in Salford. In fact by 2026 in the UK, half of everyone aged 16 and over will be aged over 50. Employers who attended are positive about age diversity and are gearing up for Age Legislation, which comes into effect later this year. They look for enthusiastic people and appreciate the benefits that a diverse workforce brings. This event enabled people to find a new career path or discover how voluntary opportunities can help develop new work skills. Those who attended said the friendly atmosphere and positive attitude of employers had given them more confidence to apply for work.”

Activity for Children & Young People
28th March 2006, 9.30am – 1pm
This Cultural Stakeholder Seminar seeks to review Salford’s Cultural Strategy 2002-2006 and identify issues for the 2007-2010 Strategy focusing on the benefits of participation in and improving access to culture, sport and play for children and young people 0 –19 years old.
This event is for stakeholders in Salford including the voluntary and community
sector, partner agencies and officers across the Council who work with children and young people and:

are actively involved or working with the culture and leisure sector (arts, heritage, libraries, parks,
sports, etc) with a particular focus on those providing out-of-school activity
- or who have an interest in working with the cultural and leisure sector
The seminar will begin with a panel discussion chaired by Faith Mann (Assistant Director - Transition, Children's Directorate) to discuss the role of culture in raising the aspirations of children and young people. This discussion will be followed by two workshops where participants will have the opportunity to review existing Cultural Strategy 2002-2006 priorities and to put forward ideas for programmes of cultural activity which can develop the wellbeing of children and young people.

Please circulate this information to others who may be interested in attending. This is the first of four cultural stakeholder seminars to discuss working together to improve cultural and leisure opportunities in Salford. Future seminars will be focussed on health, diversity and regeneration. All seminar discussions will contribute both to the development of the city’s cultural strategy 2007 – 2010 and the formation of a cultural partnership in Salford.

Sports village
The official opening week of Salford’s £4.7 million state-of-the-art Sports Village on Littleton Road in Lower Kersal will be held between 12th and 18th March. The Sports Village has been developed to be an affordable facility and local people will be involved in the running of the village which will be managed through a not-for-profit-trust, Salford Community Leisure. http://www.manchesterfa.co.uk/ssv/
The Sports Village will also be the venue for the first Salford mini soccer festival, to be held in August, which will be the country’s biggest mini soccer festival with over 300 teams competing. http://www.manchesterfa.co.uk/sms/
Ordsall community resource centre open
A new wing of Ordsall Neighbourhood Office opened in February, providing local people with new community facilities, a children’s area and a library. The building was named “The Everyone Centre” by six-year-old Tommie Rose, a pupil at Radclyffe Primary School in Ordsall.

End of SRB 5 event
The Seedley & Langworthy SRB 5 Regeneration Programme finishes on 31 March 2006. However, this is not the end of the regeneration work in the area and exciting developments will continue well into the future. The partnership is holding a celebration event on Saturday 25th March in Chimney Pot Park from 12.30pm – 4pm. The event will feature live bands, Samba drummers, fire acts, DJs, theatre, poetry, tribal belly dancers, rides, sports, arts, stalls, food and children’s activities.

NDC five year celebrations
In
April 2006, NDC will have been in the area for 5 years, working with local residents to help transform
the area and bring new facilities and opportunities for local people and businesses. Saturday
8th April will see a fantastic event with fun things to do for all the family at the Sports Village
on Littleton Road.

Respect
Action Plan
The Government’s Respect Action Plan was launched in January an will deepen the government’s current drive to clamp-down on anti-social behaviour. It also addresses a wider culture of public disrespect.
The Plan sets out how all of us can help play a part in putting a stop to anti-social
behaviour and in building a modern culture of respect.

Three LSPs have their NRF cut
Three LSPs - Birmingham, Nottingham and Hull - will lose 10% of their Neighbourhood Renewal Funding after being ranked weak by the Office of the Deputy Prime Minister. The ODPM stated that after an amber/red assessment, they failed to make sufficient progress alongside other LSPs on the same ranking. The three LSPs have the chance to regain the 10% of NRF if they can show significant improvements by April 2006.
Of 86 LSPs, 36% were ranked green, 46% - including Salford – amber/green and 18% amber/red.

CVS have a new web portal, www.communitiesinsalford.org.uk. The site enables voluntary
and community groups to create their own webpages, add downloadable documents, set up online discussion
forums, publish a diary of events and email members. The portal is completely free, and is designed
to be very easy to use. Free training is also available from Salford CVS, to learn how to use the portal

Triathlon is a winner
Salford Triathlon ITU World Cup 2005 earned the enviable title of Event of the Year at Manchester's Tourism Awards.
Competing against some of the region's most high profile and well established events, Salford Triathlon scooped the coveted title boasting some outstanding credentials - having been viewed by an audience of one billion in 55 countries across the world.
The triathlon’s organisers are also currently bidding for the ITU Triathlon World Cup in 2010.
And finally…
Eat your heart out Charlie Dimmock – Salford’s Dawn Horvath is the first female YMCA Training learner in the UK to successfully complete a Horticulture Apprenticeship.
The 19-year-old is part of a growing bunch of green-fingered learners excelling in horticulture and making the City’s YMCA Training Centre in Pendleton a hot-bed for keen gardeners. Having gained experience in Buile Hill Park and Victoria Park, Dawn now works in the council’s horticulture section.
