Meeting minutes
On 27th october, the LSP board discussed NRF, the latest on the safer, stronger communities fund, the council's Comprehensive Performance Assessment & Joint Area Review, and the latest on the new Community Plan. LSP review
A special LSP meeting will take place on 12th December, at which the Neighbourhood Renewal Advisor who has been working with the LSP to consider how we move forward will share her findings.
LPSA (Local Public Service Agreement) 2
Salford's second LPSA agreement will soon be signed off. The agreement includes 13 areas of focus and 22 indicators, including:
- Reducing smoking and increasing physical activity
- Reducing overall levels of crime
- Improving adult basic skills
- Improving educational attainment in schools
- Increasing volunteering and building stronger communities
- Increasing recycling
Neighbourhood Renewal Fund
On 14th October 2005 Government Office confirmed Salford’s NRF allocations for the next two years as follows:
· 2006/7 - £9,308,195
· 2007/8 - £9,308,195 - indicative allocation to be considered in the light of the LSP’s performance in 2005-06.
In July the LSP agreed a clear and transparent process for partners to develop a clear strategic framework for the allocation of NRF in 2006-07 and beyond.
The LSP’s 7 Strategic Delivery Partnerships have been working over the last few months to identify clear thematic and geographical priorities informed by a city-wide and neighbourhood level needs analysis.
Following this the LSP, on 27 October, agreed proposals for outline 2006/7 and indicative 2007/8 NRF programmes based upon interventions were identified by the LSP’s SDPs. These proposals will be subject to challenge at a meeting to be held in December and a report will be presented to the LSP at the end of January. Commissioning of project activity will follow on in January so that programmes can begin to deliver from April 2006.
Good Practice project in the running for award
We're delighted that the LSP's flagship Good Practice in Community Involvement project has been shortlisted for RENEW exemplar status. RENEW was established by the Northwest Regional Development Agency and Government Office for the North West to raise the quality of regeneration practice in the region.
The project presented to the RENEW panel yesterday and should hear soon! Look out for a profile of the project in New Start soon too.
Smoke-free eateries in Salford

Local colleges receive national accolade
Pendleton college recently received a national award for its performing arts department. At the Association of Colleges annual conference this week Pendleton won The Edge Beacon Award for Practical Teaching and Practical Learning.
At the same conference, Eccles college was highly commended twice - for the college's work with students with learning difficulties and disabilities, and for effective use of ICT and e-learning
Congratulations to all staff and students involved at both colleges.
Salford's Comprehensive Performance Assessment (CPA) assessment
Salford city council has now submitted its CPA self assessment document. The document is now available via the council's website -www.salford.gov.uk/council/perform/cpa/cpa-2006assessment.htm
The Big Listening - results of the first survey
As you may be aware, Salford City Council and the Primary Care Trust have joined forces to find out residents' views on the city, council services, health issues and health services through a customer panel called The Big Listening. The results from the first panel are now out - read them here - www.salford.gov.uk/council/biglistening.htm
Learning IN Salford
....is a new leaflet that will shortly be available to publicise all the courses in the area of Personal and Community Development learning that are currently on offer in Salford. The booklet complements a new website that has been developed by the main providers of learning opportunities www.salford-col.ac.uk/public/coursesearch/communitycourses.asp. The website contains up-to-date details of every course that is available in Salford, and can be sourced by neighbourhood and type of course.
Stocks of booklets will be sent to each Neighbourhood Manager and to community groups within the city for use when advising residents where they can access learning.
Organisations that undertake Community Engagement in Salford
There are many different organisations engaging with local people, clients, service users or patients in Salford through consultation or involvement work. Some of these are large statutory services covering the whole city, others are smaller organisations covering a geographical area or group of service users. The Good Practice project have put together a list of organisations within the city that do engagement work.
This list is constantly changing as new groups are formed and others diversify. If you are a local organisation who regularly engages with the people of Salford and would like to appear in the document please contact wendy.goodwin@salford.gov.uk - 0161 736 2398.
The Salford Compact
The Compact on Relations between Salford City Council, Salford Primary Care Trust and the Third Sector, has been approved by the Trustees of Salford CVS, Salford City Council and Salford PCT. The document contains four Codes of Practice; one each on Community Invovlement, Funding and Procurement, Social Inclusion, and Volunteering.

Salford hits the airwaves
Salford Community Radio (SCR) have been granted a 5 year licence by Ofcom. SCR - operating on a not-for-profit basis - will give Salford's citizens unprecedented access to the airwaves, with its tagline `YOUR CITY, YOUR STATION ..."
SCR already has had a fantastic track record over its four year lifetime, running short-term broadcasts everywhere from the legendary Salford Lads Club to an old shop on Langworthy Road, and attracting superstars like New Order's Peter Hook, Elbow's Guy Garvey and ex-Smiths stalwart Andy Rourke to appear on its shows.

Salford marketing group
The LSP's city-wide marketing group met this week. The group brings together marketing and communications staff from all over the city to share information about current and future marketing projects. Seedley and Langworthy news
Planning approval has been granted for an exciting new church and community space in the Seedley and Langworthy regeneration area of Central Salford. It has been designed in consultation with the community to meet their needs and will bring together two churches, Salford Methodist Community Church (SMCC) and St. Ambrose Church. The development is being built in partnership with Manchester Methodist Housing Group (MMHG) and includes 21 one and two bedroom apartments for affordable rent.
The development will provide a better faith, community and social facility in the heart of the area, helping to build a sustainable community in a buidling of the highest architectural quality. As well as the apartments, the new building will include a church, small chapel, cafe area, community/sports hall, changing rooms, family and play zone, outdoor play area, offices and meeting rooms.
Civil partnerships
The Civil Partnership Act will be implemented on 5th December 2005. (With the earliest date the formation of a civil partnership being 21st December 2005.) Civil Partnership is a new legal relationship, which can be registered by two people of the same sex. It gives same-sex couples the ability to obtain legal recognition for their relationship. Part-Time IT Programme at the University of Salford - January Start
BSc (Hons) Information Technology Part-Time
Run by the Information Systems Institute at the University of Salford, this programme offers the opportunity to gain a degree using a combination of web-based learning and classroom sessions one evening per week.
Entry Requirements: If you have prior work experience or qualifications (for example a HNC or HND in a relevant subject) then you may be eligible to gain entry midway through the programme and start in January 2006.

Salford Community Network networking event - Salford Community Network cordially invites you to a 'Social/Networking'event for SCN members and all LSP or strategic delivery partners on Monday 30 January 4pm -6pm at Broadwalk Training Centre (this will be followed by SCN's quarterly meeting 6 - 8pm if you want to stay on!).
The aim of the event is to allow SCN members and LSP and strategic delivery partnership members to meet, discuss and showcase work they are involved in in a relaxed atmosphere.
You can have a stall and exhibition if you so wish or just drop in to find out what else in going on in the city. Swinton family fun day a great success!
Swinton Health Focus Group hosted a Family Fun and Activity day in October to promote positive parenting in recognition of National Parents Week (19th – 26th October 2005). The event was held at Fit City Pendlebury and provided a large range of activites for families to participate in together. The event also focused on providing information and increasing awareness of local services and help available to families.
Activities on the day included family swims, health walks, sport taster sessions, badminton, tai chi, story time sessions, arts and craft, badge making. The agencies present reported a great response from many families.
Young people lead Duchy Park clean-up
Duchy Park has had a mini spruce up at the say so of pupils from Summerville Primary School.
More than 50 people - children from the school, others from the estate, their parents and community workers - braved the rain one afternoon over October half term, collecting over 10 bags of rubbish and planting dozens of daffodil bulbs. The event followed a walkabout around the Duchy estate earlier this year where Summerville pupils, police, community and New Prospect officers aimed to establish the views local children had about their area.
There are plans for a friends group for the Duchy Park Play Area to bring the community together in championing improvements for the play area. Anybody interested in getting involved should contact Vanessa Hamnett on 708 9455 or e-mail vanessa.hamnett@salford.gov.uk.
A resource pack to help teach Labour Market Information to 14-19 year olds
The Better Choices Development Team are currently working with Manchester Enterprises, Create NorthWest, BEST - Business and Education Succeed Together (formerly Manchester City Pride Education Business Partnership), the other Greater Manchester Connexions areas and a group of teachers/tutors to create materials that will help young people and the staff working with them to understand more about labour market information.
These materials will consist of activities for use in schools/projects and with post 16s in any setting - there will be both a paper version and website.
Salford's War (1939 - 1945) : Local memories
The years of the Second World War changed the lives of several generations. To commemorate and celebrate this time, a group of older citizens who serve on the city's Older People's Development Board decided to use the opportunity offered by the 60th Anniversary of V.E. Day (Victory in Europe) to help younger generations understand a little of what wartime experience meant to people.
An event organising group was formed and has planned a number of events in the City over the past year. In order to commemorate Armistice Day, and as part of the 60th anniversary of the end of WWII, the final event organised in 2005 is a public exhibition. This exhibition includes first hand memories and photographs from local people, who have kindly shared their experiences and feelings of the war years. Following a period at Salford Museum and Art Gallery, the exhibition is now touring and can be loaned by organisations across the city.
Memories continue to be collected as part of an ongoing intergenerational project by Age Concern Salford, which involves capturing and recording memories of the war before they are lost from living memory. This is being achieved by training young people in communication skills and interview techniques in order to collect and record the memories of older people.

Eccles college gets £5.7 million makeover
On November 24th, Eccles college formally opened extensive new facilities including a new 24-classroom teaching block, a new floodlit all-weather pitch, and a new sports and fitness centre for students and the wider community.
