Management and administration team

The work of the Salford Strategic Partnership is supported and facilitated by a team based at Salford Opportunities Centre, Pendleton.

The team is funded by the Neighbourhood Renewal Fund and team members are employed by Salford City Council and Salford Primary Care Trust.

Sheila Murtagh, Partnership Manager

Sheila manages the team and ensures that the work of the partnership is delivered to achieve the objectives of the community plan.  This involves agenda planning for the partnership board and the executive, facilitating partnership involvement in the development of strategic business including the Salford Agreement and giving advice on continued improvement to partnership working.

Gail Aspinall, Partnership Office Manager

Gail's role entails ensuring that all SSP meetings are scheduled for the forthcoming year and agendas, reports and minutes are produced and circulated.  Gail also arranges, minutes and circulates papers for the Safer Stronger Communities Fund board meetings.  Another part of Gail's role is to attend the Diversity Leaders and Health and Safety meetings as a representative for the partnership team.

Post currently vacant, Community Empowerment Officer

This member of the team works to ensure that the voice of vulnerable and marginalised groups is heard within the partnership and subsequent within partner organisations. This includes groups around disability, faith, women, children & young people, older people, lesbian, gay, bisexual and transgender people, black & minority ethnic people, and asylum seekers and refugees.

This involves mapping the work that goes on in these areas, helping the groups with support around their development and liaising with partner organisations around how the groups can be involved in their work.

Susan Ford, Training and Resources Officer

Susan is responsible for developing training on community engagement and partnership working. She also web edits the community  engagement pages on the Partners IN Salford website.

Phil Martin, Ethnicity Monitoring Framework (EMF) Project Officer

Phil is the Ethnicity Monitoring Framework (EMF) Project Officer. The Ethnicity Monitoring Framework is a 3 tool model designed to encourage a more inclusive and coherent approach to achieving race equality in service provision. Tool 1 involves auditing the ethnicity monitoring systems which partner organisations of the LSP have in place . Tool 2 is a pilot project, trialling a web based ethnicity data collection tool with NRF funded projects in Salford. Tool 3 involves the production of a directory of Black and Minority Ethnic communities in Salford, which aims to profile minority ethnic groups in Salford, in terms of population, geographical location, and history  as well as a consideration of issues of particular significance for each community, for example, access to healthcare, housing etc, and details of service providers

The officer's role is to implement the 3 tools of  EMF and promote the Framework across Salford.

Post currently vacant, Communications Officer

This member of the teams role entails ensuring that all partners are fully aware of what the partnership is, and to communicate about its activities both within the partnership and to external audiences. This involves maintaining the partnership website, disseminating information via e-mail and newsletters, producing the strategic partnership meeting summaries and any other publicity and information material.

Jon Stephenson, Project Manager

Jon is one of the managers within the LSP management and administration Team. He is jointly responsible for the delivery of the community engagement strategy and development of the implementation plan and toolkit. This is the overarching strategy for the delivery of community engagement activities across the city and links directly with the Local Area Agreement Community Engagement Objective. He oversees the work of the Governance Officer and Training and Resources Officers, developing guidelines and principles for better community engagement working and Jon also has responsibility for managing the work of the Community Empowerment Manager who works directly with the various citywide communities of identity. Jon established the Ethnicity Monitoring Framework (EMF), a process for measuring the take up of services and their suitability for members of the black and minority ethnic communities within Salford and now manages the EMF Officer who will embed this framework. Furthermore Jon has responsibility for many of the team's financial and reporting requirements and deputises for the LSP Manager when required.

Gerry Stone, Community Governance Officer

Gerry Stone is the Partnership Community Governance Officer. This role entails supporting partner organisation to deliver effective community engagement using the Gold Standards In Community Involvement and the Gold Standards In Consultation. To enable her to fulfil her role, Gerry is a member of various officer working groups and partnerships at local level and national level. The partnership has now agreed Principles In Good Governance and all members of the team will be involved in rolling out the Principles with Gerry taking a lead on this.
