Ethnicity monitoring
The ethnicity monitoring framework (EMF) is a new partnership initiative. Put simply, it has been established to do two things:
- To assess the impact that we are having on Black and Minority Ethnic (BME) communities in the city by examining how well partners deliver services to ethnic minority groups
- To create awareness of the profile of BME communities and their key concerns so that services are better informed of the range of need and better able to tailor their work.
How the EMF works
There are three parts to the framework:
- An organisational maturity model that helps partner organisations to be more informed and 'mature' in their understanding and use of ethnicity monitoring data and the inclusion of BME groups in the decision making process
- A quantitative database that works at neighbourhood projects level. This system will initially collate data about beneficiaries for each project that is financed by the neighbourhood renewal fund, and will analyse it against the 2001 national census population tables at ward, Salford, Greater Manchester and England levels.
- A directory of BME communities in Salford, which will detail key characteristics and areas of need of each BME group in the city.
Why is ethnicity monitoring important?
It's important for service providers and communities alike. Public organisations like Salford City Council and Salford Primary Care Trust have a legal duty to undertake ethnic monitoring to ensure their services are accessible to all, regardless of their ethnic heritage. It's good practice for all organisations to know who is using their services and what services the communities they serve actually want.
It's also important for communities themselves to know that those agencies providing services are meeting the needs of all. They can only do this by acquiring knowledge of communities and their needs.
